Sports betting in Québec, and who will take the bet
Loto-Québec runs Espacejeux, the province's own operation, and Québec has never built the kind of register Ontario has. That single fact decides everything else on this page, including which apps end up on a phone here.
WHAT IS ON THE SHELF HERE
Counted as the operators that take accounts outside Ontario: the rest-of-Canada rooms and the internationally licensed ones. Brands that only run inside the Ontario market, the provincial products among them, are counted on the Ontario page instead. The same rule runs on all 13 of these pages.
THE LEGAL LINE, ONCE
Regulated by Loto-Québec. The provincial option is Espacejeux. Loto-Québec runs it. Most international apps do not localise properly into French, which is a usability problem long before it is a legal one. The age here is 18.
The legal position, as plainly as it can be put
Gambling in Canada is conducted by the provinces. Québec conducts its own through Loto-Québec, whose online product is Espacejeux, and the entry age here is 18 rather than the 19 most of the country uses. Nothing beside that has been licensed provincially: there is no Québec equivalent of the Ontario register, no list of approved private books, and no application a bookmaker can file to get on one.
So a Québec reader is choosing between the provincial site and operators licensed somewhere else, usually Malta, Kahnawake or Curaçao. The offence in the Criminal Code attaches to running an unauthorised operation rather than to placing a bet, which is why those operators advertise here freely. What a bettor gives up outside Espacejeux is not legality. It is the recourse: a dispute goes to whichever authority issued the licence, and that authority is not in this province.
Single-event betting is available on both sides of that line. It stopped being the dividing question in 2021 and the honest answer today is that the product is similar and the escalation path is not.
What language does to a betting app, and it is not decoration
A lot of apps ship French that stops at the lobby. The bet slip, the cashier and the terms stay in English, and those are the three screens where a misread costs money rather than patience.
Check the slip first. A settlement rule you cannot read in the language you argue in is a rule you will accept by default, and in-play markets do not wait while you translate one.
Eighteen, and a Montréal-shaped network
Québec is one of the three provinces that lets an 18-year-old open an account. Every legitimate operator verifies the date at registration and most ask for the document later, at the first withdrawal rather than the first deposit.
LTE across Montréal is fine and the metro has long dead sections. That is a live betting problem specifically: an app holding its session through a tunnel and a browser tab reloading out of one are not the same product, whatever the odds say.
WHICH OF THESE TAKE A SPORTS BET
6 of the 26 operators an account in Québec can reach run a sportsbook alongside the casino, 5 of them inside an app. Same availability rule as the rest of this page, so treat the number as a floor: a book that serves the province and is not on this file is not counted here either.

What a download costs out here
We treat LTE, Montréal, metro dead zones included as typical for this region. On that connection a 100 MB package takes about 36 seconds, the 115 MB board median takes roughly 41, and the heaviest builds on this board run several times longer again.
That is the argument for the small packages, and it is the reason install size sits on the front of every teardown rather than buried in a specification list.
Fewest taps to your money, available here
The install button on these rows pays Loon Picks a commission. The sort is taps to a submitted withdrawal, and no arrangement changes a tap count.
Sorted on taps from a lobby to a submitted withdrawal, which is the only ranking this site does on a province page. The full board is at app teardowns.
